Дополним. Почему не совсем правильно? Потому что на морских свинках ставят опыт, и смотрят, что дальше будет. А тут
-"Government had made no epidemiological inquiries into the health of these servicemen, established no studies about long-term effects of their radiation exposure"
-were neglected by their overseers.

Иными словами - экспериментаторы даже не посмотрели на результаты эксперимента.
