Indonesia-Russia credit deal stalls

Indonesia's deal with Russia to procure military equipment worth USD1 billion through credit from Moscow banks could be under threat with the advent of a new Russian president, it has emerged.
Indonesian Defence Minister Juwono Sudarsono revealed on 4 March that discussions over the credit conditions have recently been halted by the finance ministries of the two countries.
He added that the election of a new Russian president - Dmitry Medvedev, who was elected on 2 March to replace Vladimir Putin - could affect the progress of the deal, which was signed by Putin and Indonesian President Susilo Bambang Yudhoyono in September 2007.
Sudarsono said Indonesia was "still waiting for [Russia's] approval" and added that there existed "different perceptions on the allocation of state credit", although he offered no details.
In comments published by the country's state-run media, he added: "A change in the Russian government will likely affect the decision and agreement on the state credit offered to Indonesia."
Under the terms of the deal Indonesia was to receive 17 Mil Mi-17 multirole helicopters; five Mil Mi-35P attack/assault helicopters; 20 BMP-3F amphibious tanks; and two 'Kilo'-class submarines.
Indonesia had previously proposed loaning the money over 15 years under an interest-free export credit deal. For its part, Russia would gain access to oil resources surrounding the Southeast Asian country.
