Finland releases report on delayed NH90 programme

The Finnish Ministry of Defence (MoD) has made public its report into the country's delayed purchase of the NH Industries' NH90 troop transport helicopter (TTH).
The report, released on 4 March, looks into the Finnish Army's 2001 order for 20 aircraft as a part of a common acquisition programme with Sweden and Norway, at a cost of EUR370 million (USD563 million). Deliveries were due to commence in 2005, but problems with the programme led NH Industries to make changes to the delivery schedule and, to date, no aircraft have been delivered.
In October 2007, in response to this delay, the Finnish government appointed an administrator, Keijo Suila, to oversee the acquisition with the specific purpose of establishing the reasons behind the lack of progress to prevent them from re-occurring in the future.
As a result of Suila's investigation, the MoD has concluded that the delay was partly due to NH Industries being a new joint venture and the NH90 still undergoing product development.
According to the report, the project timetable was too ambitious, although "the evaluation process showed that both parties of the contract have been acting in good faith".
A major factor in the delay has been that Finland has been dependent on the qualification and manufacturing of the TTH by NAHEMA (NATO Helicopter Design and Development Production and Logistics Management Agency).
NAHEMA represents the governments of France, Germany, Italy, the Netherlands and Portugal in the NH90 programme. It is for this reason, the report says, that Finland has not been able to accelerate the delivery of its helicopters.
Despite the problems encountered, the MoD believes that "Finland has made a good contract and received good compensation for the delay in delivery" - in December 2007 NH Industries agreed to pay a contractual penalty fine to Finland of nearly EUR20 million - and that it still believes that the NH90 is "the right type of helicopter" to fulfil the country's long-term requirements.
In conclusion, Suila recommends that for future procurement programmes the MoD, as well as the defence forces, should simplify its procedures so as to make the decision-making process more effective. Risk-assessment and communication were both found to be defective and a common set of rules are required to make the system more transparent and accurate.
Regarding the development of practices concerning national certification processes in Europe, the administrator recommends that Finland should actively pursue the development of a common set of rules on the subject of national certification processes.
