Proposed US, China merger could be national security risk, fears US Congress

The proposed USD2.2 billion merger of 3Com and Bain Capital Partners risks opening up critical US defence technologies to China and should be carefully scrutinised, an influential member of the US Congress has warned.
The tie-up would give a minority stake in 3Com to Chinese firm Huawei Technologies: a communications company with close ties to the Chinese military.
Members of Congress and the Pentagon have expressed concern that the merger would give Huawei Technologies access to US military communications vulnerabilities. The deal could be reviewed by the US Department of Treasury to determine if the proposed merger should be rejected on grounds of national security.
On 4 October, House Armed Services Committee ranking member Duncan Hunter, who is also running for president on the Republican ticket, said the merger should draw concern.
"China is clearly arming," Hunter concluded. "The danger is that by sending our industrial base to China, we are handing them the capability to surge into a military posture that could bypass the US in critical areas."
He added that China is already outpacing US production on several critical fronts. For example, Hunter said, China's shipbuilding base produces 5,000 commercial vessels that are 100 tons or larger per year, compared to 300 such commercial vessels produced annually by the US.
Hunter said he found that worrisome if China's commercial base becomes involved in warship production. Hunter also noted that China is producing 100 short-range ballistic missiles each year, compared to 12 per year produced in the US. Lastly, he said China is producing between 35 and 45 F-10 multirole fighters per year.
According to Hunter's information, the US is still producing more fighters per year, at a rate of 42 F-18 E/F Super Hornets and 20 F/A-22 Raptors in 2007.
